Besides wondering what you call this, I will need to replace these "strips". Any recomendations? Pressure treated? Species?

They will be acting as a substrate for new PVC Siding/trim.

The BIA Technical Notes 2 - Glossary of Terms Relating to Brick Masonry suggests the term "grounds" and defines that as nailing strips placed in masonry walls as a means of attaching trim or furring. I took this to mean unit masonry such as brick as shown in the picture as well as grounds in stucco or plaster construction.
I recently had a project where the client required "plastic lumber" instead of treated wood for blocking, cants, and nailers for roofing assemblies.

If the right size, or sizes, is/are available and meets fire-resistance requirements this may be the product to specify.
