In detention and correctional projects, it is important to have tamper resistant fasteners for all items potentially exposed to inmates. Obviously, any equipment in Division 11 needs this type of fasteners, but tamper resistant fasteners are also required for electrical cover plates, kitchen equipment, air diffusers, security electronic equipment, toilet accessories, and many others. Has anyone thought of putting this requirement for tamper resistant fasteners in Division 01 to make sure that it applies to all sections? Where would you put it? 01 35 00 - Special Procedures doesn't strike me as the right place, since it's not so much a "procedure" but a requirement. |

Division 01 is more for administrative requirements than for products (sorry, work results). Generally the products I’ve specified in Division 01 are those used only during construction, eg for temporary facilities and controls, and as such are more under the contractor’s means and methods. I suppose tamper-resistant fasteners could be specified under the “common work results” section in each division. In my limited experience with detention work, the fasteners used in these facilities require a higher level of security than for the other non-detention uses you mention; in other words, there’s not a lot of commonality between them. I’d be more comfortable with specifying tamper-resistant fasteners as an accessory in each applicable section, and letting that installer be responsible for furnishing the appropriate fastener that complies with the specified requirements. |

I agree with Dave that Division 01 should be more administrative requirements and not specific material requirements. If you decide not to follow Dave's recommendation and want to create a separate section, you can specify the fasteners in Section 11 05 00, "Common Work Results for Equipment. " If sections in other divisions also use tamper-resistant fasteners, they can reference this section rather than creating an identical section within each division where they may be used.
