My client is requesting that we include allowances for items that we have unit prices for with guestimates on the amount of rock/unsuitable soils that we will find and soil to replace it. Also an allowance for moisture remediation for concrete slabs.
My Allowance section isn't really designed for this. Anyone seen/done this and have tips? I'm assuming I need to spell out what the allowance covers. Material, Labor, etc.

For Example:
Allowance 1 - Remove 200 cubic yards of rock.

After looking into a bit more, it seems that this is just a Contingency Allowance, but rather than list a price, you are listing a description for each contractor to set their own price.

Virginia requires this for state projects. Their reasoning is that providing reasonable quantities and making these amounts part of the base bid will encourage the contractors to quote a reasonable unit price. It's still possible to game this system, especially if the guesstimated amounts are a lot lower than the amounts that are likely to be encountered.

I have done that. For example, if I have in 012200 - Unit Prices, to provide a unit price for removal, disposal, and replacement of unsuitable soils, I will reference 012100 - Allowances "for quantity allowances related to Unit Prices." Then in 012100 - Allowances, I will indicate the quantity allowance, e.g., Quantity Allowance: Allow 50 cubic yards of unsuitable soils.

If I have Unit Prices, I will pretty much almost always have a corresponding quantity allowance in 012100 - Allowances.

So some things, like Paul Sweet pointed out, the "guestimate" quantity allowance can still allow gaming the system.

Commonly done. Virginia DEB doesn't like the term "Allowances" for State projects, but apparently tolerates "Unit Price Quantities" which are essentially the same thing. Let the civil engineer scratch their head about the appropriate quantities.
