Design team told me they want to use a leather-wrapped handrail at a communicating stair in a TI project.
Do any of you have experience with this kind of finish?

Jim,

Rockwood (ASSA ABLOY) use English Bridle leather for straight pulls.

I don't see why English leather cannot be used on a handrail. Unless, there is an accessibility reason to not use leather.

Seems to me that if you can have leather flooring - https://www.4specs.com/s/09/09-6250.html, you can have leather wrapped handrails.

I don't know how you would stitch it closed but I'll bet at least one of these folks could give you some suggestions - https://www.4specs.com/s/12/12-0520.html?zoom_highlight=leather

I fondly recall a project where the interior designer wanted leather wrapped columns with elaborate stitching. This was a new one, but we found the solution and a San Francisco leather shop, who's stock in trade was firmly in the kinky sex demimonde, got its' 15 minutes of fame in design magazines as the fabricator.

Many years ago we specified leather-covered doors for a renovation project. We required a Class A designation for both the leather and the plywood substrate. If the communicating stair is a fire stair, a Class A finish likely would be required.

I believe that they ended up using leather that was FAA-approved for use in airplane seats (which is at least as stringent as a Class A flame spread).

Good luck, John. I've seen leather-wrapped door pulls (long cylindrical shapes about the same diameter as a handrail) so I know it must be possible.
