I have a client with a need for an expert specifier for insulated metal panels. We have a project with deflective (i.e., delaminated or bubbling exterior surface) panels. Please call or email to discuss. Ther is potential for this to become an expert witness need.

Seems like you need an expert that can speak to why the panel performed the way it did. This individual need not be knowledgeable as to how to write specifications.

If your client is a design professional who's design is being called into question you will need to address the question as to what is the standard of care in the industry. Note this may be different from standard of practice.

CTL Group in the Chicago area has a group of highly respected scientists, engineers, etc. who have expertise on a number of construction related subjects. I do not know if insulated metal panels have been studied by them in any detail but I would start with them and see what they have to say.

What is the nature of expertise needed?
Forensics involving removal of panels?
Testing?
Analysis of design?

I would think that SGH, WJE, or Gale Associates would be good folks to start with.
