Wayne, sometime ago I wrote a similar specification based on 01 81 10 - Facility Service Life Requirements that can be found at the Green Guide for Specifiers website.

If I had to do it over again (I'm retired), I would get input from the Commissioning Agent as there's enough in common that I'd think they would be very helpful
