1/4" plywood will bend that tight. I'd build up 3 layers with a type 2 glue between layers. I'd also make the "joists" out of 2 layers of 3/4" exterior plywood band sawn to the curve. The plywood will bend more smoothly than if you run straight joists the other way.

Plywood bends better across the grain than with the grain. Luan bends better than ACDF, but the DF ply is probably more acceptable to the AHJ since it is manufactured per PS-1.
