With much more emphasis on air barriers and vapor retarders in exterior envelopes of conventional building, what is happening in the pre-engineered building industry?

Are the NIBS and the ASHRAE Guidelines being applied to their industry also? Many of the thermal insulations are wrapped in a vapor barrier membrane but where are the air barriers? Are they even being installed? Are they needed since the metal panels are watertight therefor air tight [hopefully]? Are the vapor barriers being properly taped and sealed at the joints? Are independent CQ inspectors being employed?

Has anyone ever commissioned an exterior envelope in a pre-engineered building?
