One of my colleagues is looking for the Senate Bill Number that created funding for all public buildings in California to be retrofitted so that they comply with structural standards to withstand an 8.0 earthquake.

can anyone help?

Try this link to the Building Code Discussion Group and ask your question there. Many CA folks on there and of course very interested in CA law--

I found SB 717, called the "California Seismic Safety Bond Act of 2002," which provided about $600 mil for:
(a) residential seismic retrofits,
(b) grants to local government for retrofitting essential facilities,
(c) earthquake research, and
(d) seismic safety public education programs, outreach and preparedness.
