In my last installment of this column, I promised you some more tips on developing short-form, design-build specifications. Actually, the tips I'm going to give you are examples taken from various projects for which I wrote the short-form specifications. Because space is limited, I will quote only pertinent excerpts from these specifications. Hopefully, these excerpts, short as they may be, will provide a better understanding of the fundamentals of design-build, short-form specifications.
DESIGN-BUILD SPECIFICATIONS - PART TWO
Example No. 1: This example involves providing a pre-engineered modular, metal building, as well as architectural partitions and finishes and complete mechanical and electrical facilities. This excerpt was taken from Section 01100, Summary of Work.
A. Project Description: This is a design-build Project and consists of designing, constructing, and completing an auto repair and maintenance shop building, including landscaping, within the Contract limits indicated and is entitled "Baker's Auto Repair and Maintenance Facility."
B. Scope of Work: The Work required to be performed by the Contractor consists of designing, constructing, and completing the "Project," as defined in the General Conditions, in accordance with the Contract Documents.
C. Design-Build Requirements: The design requirement of this Project is to provide a fully functional and operational auto repair and maintenance building, meeting the codes and industry standards, design criteria, and design parameters indicated on the Drawings and specified in these Specifications. The Contractor shall design the building complete in all its components, and shall be responsible for the integrity and performance of the building and its plumbing, mechanical, and electrical systems and related fixtures, appliances, and equipment. Refer to the following Sections for additional design-build requirements:
Section 13121 - Pre-Engineered Modular Metal Building
Section 15005 - Mechanical Design-Build Requirements
Section 16005 - Electrical Design-Building Requirements
Example No. 2: This example involves providing the required plumbing and mechanical systems for the auto repair and maintenance building described under Example No. 1 above. This excerpt was taken from Section 15005, Mechanical Design-Build Requirements.
A. Design and Responsibility:
1. The fire-protection system, plumbing system, and HVAC system shall be designed, fabricated, and installed by skilled and experienced supplier/subcontractors specializing in the design, manufacture, and installation of the specified systems with at least ten years experience, respectively, in the type of Work indicated and specified.
2. The Contractor (specialist subcontractors) shall design the respective specified systems complete in all their components in accordance with the design criteria and parameters indicated on the Drawings and specified herein, and shall be responsible for the integrity and performance of the respective systems.
3. The design requirement is to provide fully operational and functional fire-protection, plumbing, and mechanical systems of required capacities, meeting the design criteria, design parameters, and codes and industry standards indicated on the Drawings and specified herein.
The same format and wording (generally) should be used for the electrical systems under Section 16005, Electrical Design-Build Requirements.
