In the last installment of this column, we covered the first part of Basic Tenet No. 2, The Use of Division 1 Sections to Prevent Repetition. For this installment, we’ll cover the last half of Basic Tenet No. 2, as follows:

THE USE OF DIVISION 1 SECTIONS TO PREVENT REPETITION – (Cont’d)

In our Section 01430, Quality Assurance, paragraphs A. through E., we continue to be involved in preventing repetition in the Sections of Divisions 2 through 16. Paragraph titles are as follows: A. Work Quality, B. Manufacturer’s Specifications and Instructions, C. Specialist Applicator/Installer, D. Manufacturer’s Field Services, and E. Tolerances. Paragraphs A., B., and E. are all involved in installation standards. Let’s take Paragraph B., Manufacturer’s Specifications and Instructions, as an example:

B. Manufacturer’s Specifications and Instructions:

1. Unless otherwise indicated or specified, erect, install, or apply manufactured materials, products, equipment, appliances, systems, assemblies, and the like in accordance with the manufacturers’ installation instructions, directions, or specifications.

2. Perform said erection, installation, or application in accordance with printed instructions and recommendations furnished by the manufacturer of the material or equipment concerned for use under conditions similar to those at the project site.

3. Submit two copies of such instructions and recommendations to the Architect, and obtain the Architect’s acceptance thereof before Work is begun.

4. Deviations from the manufacturer’s printed instructions and recommendations shall be explained and acknowledged as correct and appropriate for the circumstances, in writing, by the particular manufacturer. The Contractor will be held responsible for installations contrary to the respective manufacturers’ instructions and recommendations.

Paragraph E. involves the required tolerances of finished wall surfaces, finished ceiling surfaces, concrete floors, wood and plywood subfloors, and finished floors. You no longer have to continually say: “Install in accordance with the manufacturer’s installation instructions,” or that walls and ceilings need to be plumb and level to within 1/8 inch in 8 feet. And, how many times have you said, under a Section’s quality assurance requirements, that the installer had to be a specialist in the material or equipment to be installed? Now it is said once in Section 01430, paragraph C., making it unnecessary to specify the same requirements again in another section.

The same holds true for paragraph D., Manufacturer’s Field Services—another quality assurance provision which often appears in several different sections. This paragraph leads off as follows:

1. The manufacturer of a product, system, or assembly which requires special knowledge and skill for the proper application/installation of such product, system, or assembly shall provide appropriate field or job service at no additional cost to the Owner.

There are, of course, additional subparagraphs under this heading, but the above sentence, along with the other paragraphs, should be enough to give you some understanding of the essential ingredients and all-encompassing nature of this quality assurance section.
