Is there an easy way to add a blank page to a PDF document with odd number of pages? I want to be sure all sections have an even numbers so the project manual will print correctly.

If you are working with Adobe Pro, go to the Tools/Organize pages; the insert icon on the ribbon will have a pull down menu. That's where you can tell it to add a blank page where you need it.
If you have already compiled your Project Manual, the Organize pages tool will open showing all your document pages, you can easily see where you need to add blanks to have the sections open on the odd page.

In Blue Beam, cntrl+shift+n is the hot key to add a blank page.

In Acrobat Ctrl-Shift-Q brings up the blank page options.
