I am looking for an inexpensive and easy to use 2D CAD program. I want something inexpensive enough that an unemployed guy can afford it and easy enough that a spec writer can use it. Thanks!

I hear Google Sketch-Up is pretty good and it's free. http://sketchup.google.com/intl/en/community/gallery.html
I bought a Better Homes and Garden cad program at Best Buy for $29.95 and it's amazing to me. You can define attributes for assemblies such as walls and as you draw the wall it assigns thickness, materials, etc. Or you can pick out windows and doors and pop them in. I'm sure it's lame by comparison to real AutoCad though.
