Is there a listing of certified members per geographical location?

I think, (and I can't verify it now because the web site is under renovation) that a region leader could download the region membership data and sort it according to certifications. Check with the Institute; Jennifer Zimmermann would be a good person to contact. That would be as close to a geographical location as I can figure. Chapter leaders can access chapter information, if that would satisfy the geographical-ness of your query.

I have used the search functions of the CSI membership directory, available to all CSI members, to do a search of persons by Region and certification. The result was not easily exported, however, in order to generate a contact list.

Note also that certified individuals who are not members will (obviously) not turn up in a search of CSI's membership list. I inquired how to find CCSs, CCCAs and CCPRs on the CSI forum and got this response from someone who queried the staff of CSI: "Apparently there are plans to do so. Institute is currently going through a major database upgrade. After that's finished, they'll be able to start on some of the projects like this one. They didn't have a specific timeline, but hoped that it would happen sooner rather than later." That post was just a month ago.

There also used to be something called "Build Certified" (I think that's what it was called) where you could find certified professionals by location. I have no idea if that still exists or not, but (when the website is up and running again) you can probably find a link somewhere on there.

The "buildcertified.com" website is no longer operating. I don't know the story behind it, but I assume it may have something to do with CSI revamping its database.

I just downloaded the roster for the Milwaukee Chapter, saved it as an excel spreadsheet and sorted it by CCS, CCCA and CCPR. Piece of cake!

The only catch is that access to that roster is for CSI leaders only; it's not open to the general membership.

Right - chapter rosters would be available to identified chapter leaders and region info to identified region leaders. So a "general" member would either have to move into a leadership position (and be identified as such) or request the information from a leader. Any one can look any member, though. It's a level of protection for CSI members to not have all the information available to everyone.
