I am always asked to write a section on draperies; as if I knew anything about French pleat, lining, hem weight and the like.

I try to use the Masterspec section (12479), but I'd love to learn more about fabrication techniques.

Does anyone know of a manual or website that would fill this enormous need for knowledge I have?

I have to admit I'd never expect see this request in this forum.
However, if you really want to learn about draperies, I'd suggest you go to the local sewing/fabric shop such as Hancock Fabrics. They have a number of books that deal with the subject of draperies and window treatments that would help you out.
I checked my usual sewing/craft interest forums and websites but most of the information there is project or notions based for the person making the draperies.

If you're dealing with draperies in commercial construction I suggest the following sources:
"Specifying Interiors" by Mary Rose McGowan; John Wiley & Sons & "Specifications for Commercial Interiors" by S.C. Reznikoff; Whitney Library of Design.
The first book has a good explanation of drapery construction starting on pg 243 and the latter book has good info on performance criteria and even includes a sample guide specification for draperies and drapery hardware on pg 173. I'm not sure if either of these are still in print, but you could also check out your local library.

I have and frequently use Reznikoff's "Specifications for Commercial Interiors"
