We have received word from our electrical engineer that "We can not meet both the IECC criteria and the Texas State mandated foot candle levels for banks. If we comply with the mandated foot candle level we are 4,600 watts over the 2006 IECC site lighting allowance."

This is for a drive-thru bank facility located in Richardson, Texas. The City of Richardson has adopted the 2006 IECC without exceptions, so far as I can determine from their web site. I have both a call and an e-mail message in to a building official to request an exemption.

Has anyone else experienced this problem?

Yes, Tucson has similar issues between ATM lighting recommendations, the IECC and our Outdoor Lighting Code. Takes more engineering analysis, more fixtures, more focus. By all means, bring it to the building officials attention so they can start developing an appropriate compromise. It's been on the agenda of our Outdoor Lighting Code Committee for years and priority will increase because existing solutions are more costly.
