I need to whittle down our CA fees (according to my client) and I thought it would be useful to establish a matrix of all the CA services required by Code (California Administrative Code, Chapter 7 for OSHPD/HCAI hospital projects) as well as typical A201/B101 construction administration services. Nathan, I don't have a matrix, but three areas specific to OSHPD/HCAI work which come to mind are-1) Processing of Deferred Approval submittals and Seismic Certification for equipment;2) field review of Post Approval Documents (Owner typically wants as much of this done in the field as possible);3) Managing the TIO document (updating and preparation of Verified Reports). These are all agency-specific and go beyond our typical CA activities relative to the Owner-Contractor Agreement

So, I came up with around 100 individual action items, and I ranked them by level of effort and/or frequency of task, and categorized them by phase (Bidding, PreCon, Construction Start, CA Activities, Submittals, Clarifications and Revisions, Closeout, FF&E and Move-in, Owner Support, and a catchall category for Test Info (which could also go under Submittals I suppose).

I then assigned columns of responsibility between the AOR, CM, IOR, Agency, etc... I broke the AOR column into three sub-responsibilities: Code, Contract, and Additional Service.

We do a LOT of healthcare and under the California Administrative Code, chapter 7, there are a number of services the HCAI (formerly OSHPD) requires the AOR to perform, so those fall under the Code responsibility column.

This spreadsheet is now being reviewed internally, but when its done I'd be willing to share it. It really does help demonstrate to the client that we do a crap-ton of work during CA!

Nathan-This is an impressive piece of work, and should be very helpful to your project teams and Project Managers when developing fee proposals. I'd appreciate a copy of the final if you're able to share it.

Good news update!
After referencing in the provisions for the Owner's master services agreement, this list was used to successfully negotiate a proper CA fee for a fairly significant project. I'm pretty happy with it!
