special approved discharge forms?

The project involves a lot of exterior masonry cleaning and the owner (the City) wants to ensure that the waste water is filtered, cleaned and legally disposed of in the sanitary (not storm) sewer. Where should I put these instructions and forms? Include a reference in Division 01 - 01 7400 Cleaning and Waste Management.
