specs for overseas projects

We're doing a project overseas (UAE) and I'm looking for some sort of uniform specification format like our MasterFormat 2004. I've found spec-generating software (no point in that for a handful of projects, really) but can't find any listing of what would be the equivalent of our division and section numbers. I've found bits and pieces that begin with letters and not numbers. Can anyone here point me in the right direction? I know several people who have done work overseas but this question didn't come up in those discussions. I've known other people who simply use the CSI format, since the contractors are US based, and are used to seeing documents that look like that. Ronald L. However, they were using MF 1995...this was in late 2005-early 2006, so the use of MF 2004 hadn't jumped the oceans yet (it's barely made it to the shores of the US) - ;-)
