accessible sidewalk grate/hatch

Is this a manufactured item or is it fabricated. Access is to an electrical vault. Specified models were GT20 H20 by Babcock-Davis, JD-4 H20 by Bilco, and FGA H20 by Nystrom. The specifications were issued in 2000, so these model numbers may or may not still be valid.
