We need a quick means of insulating a structural concrete deck, above an interior retail space to meet R30. This project is in California. Any recommendations would be appreciated.

Are you able to use a closed cell SPF like BASF Walltite -http://www.spf.basf.com/ and then cover it with ICC's Ure-K - http://www.spray-on.com/products/urek/ for additional thermal insulation and fire barrier?

Not sure if that creates a dew point and resultant rain forest inside or not.

Sprays could be messy; needing extensive clean-up and/or "masking" of non-insulated surfaces and below areas/floors.
Have you considered semi-rigid insulation board with "stick-pins" to underside of concrete deck?
