This may be a dumb question, my mental database for Precast Structural Concrete is limited, so here goes, the Structural Engineer on a project that includes a 5 story precast parking garage submitted a late spec revision (the day the specs were issued for bid) that included a new spec section entitled Precast Prestressed Composite Joist and Soffit Beam System (034120. This section replaced an existing Precast Structural Concrete spec section. Not having time to review the section for more than a few minutes I noticed there was no Field Quality Control article in Part 3, actually the new spec section was significantly less in size than the previous one, 70% less, which sends up a red flag for me when the section is issued at the last minute. When I questioned the very reputable Structural PE I was advised the amount of precast structural concrete was reduced based on the new system. I have to admit I've never heard of a Precast Prestressed Composite Joist and Soffit Beam System, perhaps one of my learned colleagues can enlighten me on that as well. But getting back to my dumb question, is field quality control not required on precast product erection?

It appears that this section applies to precast concrete used for floor framing. The field installation issues are essentially the same for any precast concrete.

Not clear what version of the IBC you are using but for the 2012 IBC Table 1705.3 has an item for periodic special inspection of precast concrete members. Any welding of embeds in the field should also require special inspection.
