During work in an occupied building, it is sometimes necessary to turn off a utility or disconnect a system like a security system.

In which section should I specify procedures for coordinating these interruptions with the building occupants and provisions for temporary measures?

In particular, I am concerned about lightning protection systems. An existing LPS could be put out of commission in the course of remodeling or reroofing. It may be prudent to place restrictions on when the interruption of protection will be permitted, require overnight re-connection, designate re-certification procedures, etc.

Is this Division 01 material? What section?

If you have written a section with requirements about interruption of LPS, I would love to see a copy of your section.

Yes, Division 01, because these are temporary procedures.

It's not so clear as to which section; there are several choices, eg
011416 Coordination with Occupants. I've used this section to define restrictions on use of existing loading docks, service elevators, etc
013500 Special Procedures, eg 013553 Security Procedures

I'd use the Divison 01 section to define the administrative requirements associated with the disconnection, eg time restrictions, notification and coordination with owner and building occupants. But depending on the complexity of the system, consider specifying the actual disconnection and reconnection in the appropriate Division 20 or 30 section, ie by a trade that presumably has experience with that sort of operation.

Coordination with occupants in general and utility interruptions sometimes get lumped into 011000.

Maybe the particulars about lightning protection could be in the lightning protection spec, and cross referenced from 011000 or your favorite location, with "Coordinate with the Work of other Sections, including but not limited to [###### - your Lightning Protection spec].
